Marrakesh-avtalen innebærer et helt nytt skifte i opphavspolitikk. I hundre år har vi fått nye lover og avtaler som har begrenset tilgangen til opphavsrettslig materiale. Marrakesh-avtalen er den første avtalen som fokuserer på unntak fra opphavsretten og som åpner for full tilgang til alle mennesker med syns-, hørsel- eller andre lese-hemninger. det nye er uansett at hvis et dokument er gjort tilgjengelig for folk med lesehemninger i et annet land – som punktskrift, lydbok eller ebok – skal den kunne importeres uten opphavsrettslige problemer. Det har til nå vært umulig.
Marrakesh-avtalen omfatter en spesiell målgruppe som altså får retten til å få informasjon i et format som passer dem best. Men skal det være sånn at de som er definert som lesehemmede skal få informasjonen i best mulig format, mens de som ikke har en slik diagnose må nøye seg med et format som man ikke ville foretrekke? Det høres urimelig ut! Retten til å kunne få lese i et digitalt format som kan tilpasses storskrift osv – må kunne gjelde alle.

Discussions by the World Intellectual Property Organisation (WIPO) Standing Committee on Copyright & Related Rights (SCCR) broke down in the early hours of Saturday morning 3 May, after the European Union (EU) attempted to block future discussion of copyright laws to aid libraries and archives fulfill their missions in the digital environment.
