Abstract
A recent report from the U.S. Department of Education contends that the University of Phoenix uses a high-pressure sales culture in its recruiting. According to the report, the university's compensation practices violate the Higher Education Act by paying recruiters based on the number of students they enroll. The for-profit institution disputes the charges but has paid a multi-million dollar fine to the department to settle the matter.
