This report sets out the responses received to the consultation paper Review of Parts II, V and VI of the Public Health (Control of Disease) Act 1984. It also states the Government’s intended policy which will be taken forward in the Health and Social Care Bill which has been shaped by the responses to the consultations.

The Government has published the End of Life Care Strategy - promoting high quality care for all adults at the end of life which is the first for the UK and covers adults in England. Its aim is to provide people approaching the end of life with more choice about where they would like to live and die. It encompasses all adults with advanced, progressive illness and care given in all settings. The strategy has been developed by an expert advisory board chaired by Professor Mike Richards, National Cancer Director, and including key stakeholders from statutory health, social care, third sector organisations, professional and academic organisations. The strategy has been informed and shaped by the work on end of life care undertaken by strategic health authorities for the NHS Next Stage Review.

The UK-wide Organ Donation Taskforce, chaired by Elisabeth Buggins, was established in 2006 to identify barriers to organ donation and recommend actions needed to increase organ donation and procurement within the current legal framework.

The Taskforce has had discussions and engagement with academics, health professionals, members of the public, organ recipients, families of donors and faith leaders and the report reflects the wide range of views heard.
This consultation contains four sets of regulations required to implement the Human Fertilisation and Embryology Act 2008 Three of the sets of regulations are required to add further detail to the provisions in the 2008 Act. These are: the procedure for revocation, variation or refusal of licences regulations the procedure for appeals against licensing decisions regulations, and the procedure for disclosure of information for research purposes regulations. The fourth set of regulations updates the regulations made under the Human Fertilisation and Embryology Act 1990, that relate to the extension of the statutory storage periods for gametes and embryos.
