It used a combination of literature review, interviews with local, regional and national stakeholders, an expert consultation workshop, and structured input from an interdepartmental steering group and the SEPN Regional Energy Group. For the purposes of analysis, the study examined carbon management through its five principal constituent elements within which most action actually occurs: Domestic energy efficiency; Business energy efficiency; Public sector energy efficiency; Renewable and low carbon energy generation; Transport.
