User diversity, heavy workload, and different skill gap make the ICT adoption process slower. This research starts from a condition that a conventional ICT learning through short workshop and guidance book is not working well. This research proposes a model called ICT instruction design model (ICT-IDM). This model provides fast track learning through integration between multimedia learning and self-paced hands-on E-learning. Through this case study, we discovered that the proposed model provides 27\% rapid learning adoption rather than conventional learning model.
