Abstract
Eight key issues for the setting up and running of an ESCO are set out, identified from the literature. They include the high-up front cost of equipment; the heavy time commitment, the need for a core of committed people at the heart of the project, and the need for expert external help. On a more optimistic note, brief accounts are given of the successful experiences of nine local councils, including Leicester City, Nottingham City, and Nottinghamshire County.
