The definition covers the complete range of software development and is broken down into non-oriented and software-oriented characteristics. For the lowest level of the software-oriented factors, metrics were developed that would be independent of the programming language. These measurable criteria were collected and validated using actual Air Force data bases. A handbook was generated that will be useful to Air Force acquisition managers for specifying the overall quality of a software system.
