First part of paper covers basic characteristics of the participatory model of democracy and discusses communist heritage that is hypothesized to hamper development of participative democracy. In the third part of the paper goals of the investigation are defined and countries of the former communist block grouped. The last part of research presents analysis of the data obtained by the EVS research conducted on 2008.
