Abstract
This paper describes and contrasts the first three PCS spectrum
auctions: the nationwide narrowband auction (held in July 1994),
the regional narrowband auction (held in October and November
1994), and the MTA broadband auction (which began December 1994).
All there auctions were simultaneous multiple round auctions in
which a collection of licenses were auctioned simultaneously.
This auction form proved remarkable successful in these early
auctions. Bidding behavior differed substantially in the three
auctions. Reasons for these differences are discussed.
