Abstract
This paper presents the background on signal quality monitoring (SQM)
and the importance of such monitoring of the Global Positioning System
signal for both ground-based and space-based augmentation systems
(GBAS and SBAS). The metrics used to determine the quality of the
signal are based on C/A correlation function measurements. In order
to establish alarm thresholds for such a monitor, statistics must
be collected to determine the nominal variation that can be expected
in the measurements. Included in this paper are the initial statistics
that can be utilized for monitor development, a description of the
hardware used to gather the data, and C/A code specifics which must
be taken into account in the development of a signal quality monitor.
