The cultural roots of intellectual property rights lie in Europe. At present, an international homogenization of copyright laws is under way. At the same time, the social and economic importance of copyright provisions is increasing. The political balance between commercial interests and the public interest in free access to knowledge is judged on the basis of general principles such as equality of access to information and education.
