Description

Presents a four stage model that attempts to evaluate the effectiveness of investing in different HIV prevention resources. The model is tested using data from the kwaDukuza Primary Health Care clinic in South Africa, which provides several different prevention programs. S4HARA requires heavy user intervention, and requires the user to model non-quantitative relationships, such as the influence a church might have on condom distribution. Thus, it is less suited to automatic optimization (at least out of the box). S4HARA also provides for modeling equity in fund distribution. Based on the user defined data and relationships, a simple linear program is defined and solved to determine an "optimal" allocation strategy based on the user's stated goals.
