Since Easter 1996 these have been reported to the headteacher. Research in secondary schools has discovered substantial and widespread discrepancies between inspectors� gradings of `very poor� teachers and schools� own judgements. Possible reasons for the discrepancies are examined and some criteria for valid assessments of teaching performance are identified.
