The variety of factors, which under various
conditions influence transmission corridors,
have to a great extent increased the
last years. This paper deals with the
problem the planner is faced with, when he
is collecting information and is making a
list over all the criteria concerned. He
must be certain that every criteria enlisted
receives adequate attention. There
is a distinction between the planning
process and the decision process. I will
discuss this distinction, and the
consequences they have.
The other half of the paper deals with
non-quantifiable factors, their reasons,
their positive and negative causes, controlable
and non-controlable factors, and
the responsibility for the whole growth of
the planning process. At the end I will
discuss various forms of open planning,
which moderate peoples opinions.
