A model for retrenchment of administrative units and administrative staff in a large, private, four-year university

The purpose of this dissertation was to develop a model for the retrenchment of administrative units and staff at large, private four-year colleges and universities. To ascertain the state of the art, a questionnaire was mailed to 50 presidents at large, private colleges. The results of this survey indicated that college presidents anticipated that retrenchment planning will be necessary, but few have plans at this time. As a result of this survey, there appeared to be a need for a model that could assist institutions in planning for retrenchment. A review of the literature indicated that data is provided regarding the topic of the retrenchment of faculty but very little exists concerning administrative retrenchment. Yet the author found that certain information would be of value in developing a model for administrative retrenchment. Research concerning decision-making theory clearly indicated that a solid theoretical basis for the building of such a model exists. The model presented has six stages: (1) the identification and establishment of functions for each administrative unit by unit heads with the assistance of a faculty committee; (2) an analysis by each administrative unit head of his priorities of functions and the creation of budget cutbacks at the 5\%, 10\%, 15\%, and 20\% levels; (3) evaluation by managers of the priorities and proposed budget cutbacks of units within their jurisdiction; (4) feedback between the manager and the unit heads; (5) implementation of the plan once retrenchment becomes necessary; (6) reevaluation once every two years. To justify the validity and usefulness of the model, six professionals with expertise in higher education were selected to evaluate the model. The responses of these jurors were carefully analyzed and categorized. Finally, as a result of this process, a revised model was developed with conclusions and recommendations provided by the author.
