This paper describes the design and development of the Galileo Satellite
Constellation RF Signal Simulator produced to validate the functionality
and performance of Galileo receiver terminals. As the European Galileo
programme moves forward from the definition phase into the development
phase and the manufacture of prototype equipment commences, the need
for test and validation tools becomes highlighted. This is particularly
true for receiver terminal equipment being developed for the Galileo
system, where in the absence of any signals in space the only option
is to use dedicated test equipment. The constellation simulator is
introduced and its current capabilities and architecture presented.
Simulator support for specific receiver performance verification
activities is described. Finally, avenues for future addition of
differential navigation, multiple constellation, and PRS capabilities
are considered.
