Abstract
Evidence of local authorities taking a truly strategic approach to energy issues - based on an overall understanding of energy supply and use in their area, integrating sustainable energy considerations into a wide range of council activities, with the support of proactive members, officers and delivered through wide partnerships - is more mixed. This sort of strategic approach will be a critical indicator of an excellent local authority. The key outcome of Local Authority activity to promote sustainable energy will be reductions in CO2 emissions that contribute to national and international objectives. But local authorities will also need to consider other benefits, including those for the social, economic and environmental well being of their areas.
