Abstract

Reports on the existence of demand for university courses taught in Russian language in Estonia. Inclusion of the introduction of Estonian as the language of tuition for some subjects that are taught in Russian-medium secondary schools in the proposals to reform secondary education; Consideration of other Russian minority groups on the use of Russian as a language of tuition as a significant element in the preservation of ethnic identity; Proliferation of private universities that teach their courses in Russian.
