Abstract
In the Privacy Act of 1974, the U.S. Congress enacted the first comprehensive legislation recognizing the individual's right to control information about himself collected or maintained by the federal government. Two states, Minnesota and California, have enacted similar laws and a number of bills are pending in other states. Collectively, these legislative items have been publicized as privacy measures, although they are also viewed as fair information practices.
