This consultation is seeking evidence and views on options for implementing Article 5 of the Energy End Use and Energy Services Directive (Directive 2006/32/EC) in the UK.1 The Directive is intended to promote the cost effective improvement of energy end-use efficiency and to develop a market for energy services. The Directive has a broad scope, covering electricity and all fuel types (except aviation and marine bunker fuels). It applies to energy suppliers and final customers except those with emissions captured under the EU Emissions Trading Scheme (ETS) 2. Article 5 is specific to the public sector and requires it to fulfil an exemplary role in the context of the Directive. The public sector is also required to put in place a number of measures to ensure that cost effective energy efficiency measures are taken up.
