Recent years have witnessed a boom in private education opportunities across the Central American isthmus. To some, it seems that private entities cannot open classrooms fast enough. Whereas 30 years ago there were virtually no private universities, today there are more than 151 and every year more emerge.
“En la universidad no nos ven como estudiantes, sino como clientes. Cada año inflan descaradamente los precios de las materias y de los trámites administrativos”, afirmó el alumno de la Universidad Latina Eduardo Cerdas Moya.
“Pagué ¢230.000 por un cartón para graduarme de bachiller en Periodismo”, dijo el estudiante de la Universidad Internacional de las Américas (UIA), Sergio Alvarado Pol.
Representantes de las universidades privadas que imparten carreras relacionadas con las ciencias de la salud, piden a la Caja Costarricense de Seguro Social (CCSS) romper el “monopolio” que deja la formación de médicos especialistas únicamente en manos de la Universidad de Costa Rica (UCR).
A nivel de educación superior los centros privados obtienen menor calificación que los públicos, mientras que a nivel de primaria y secundaria la situación es distinta.
Veinticinco escuelas y colegios privados, y seis universidades privadas le adeudan un total de ¢222 millones a la Caja Costarricense de Seguro Social (CCSS) por concepto de las cuotas obrero patronales.
Llama la atención que la mayor parte de las carreras acreditadas se imparten en las universidades públicas (Universidad de Costa Rica, Universidad Nacional, Instituto Tecnológico de Costa Rica y Universidad Estatal a Distancia) y son muy pocas las que se ofrecen en universidades privadas, pese a la gran cantidad de instituciones de educación privada que están registradas y que se anuncian por doquier.
Aquí en Costa Rica todo el mundo sabe qué ha pasado, pasa y, probablemente, seguirá pasando en el mundo de la educación. ¿A quiénes se pretende engañar?
La falta de presupuesto y de normas claras impide ejercer suficientes controles sobre la calidad educativa de las 52 universidades privadas que operan en el país.
Pareciera que las mismas autoridades de la Caja Costarricense de Seguro Social desconocen su propio Reglamento de Actividad Clínica Docente. Este reglamento, en su artículo 25, exime del pago por los campos clínicos a los internos, que son los estudiantes de último año de carrera. Por eso, dichos campos nunca han sido cobrados por la Caja.
Una acción de inconstitucionalidad, acogida para estudio por la Sala IV el viernes, cuestiona la legalidad del Sistema Nacional de Acreditación de la Educación Superior (Sinaes).
Modificar la oferta educativa será más fácil para aquellas universidades acreditadas por el Sinaes. El cambio se debe a un convenio entre el Consejo Nacional de Enseñanza Superior Universitaria Privada (Conesup) y el Sistema Nacional de Sistema Nacional de Acreditación de la Educación Superior (Sinaes) con el fin de agilizar los trámites y “promover la calidad educativa”.
El proceso de fusión entre la Universidad Interamericana y la Universidad Latina, iniciado en el 2010, desencadenó el martes el despido de cerca de 40 empleados.
Los representantes de las principales universidades privadas del país demandarán al Estado. Esto porque se sienten afectadas por la aplicación de una directriz que entrabó la graduación de al menos 600 estudiantes de licenciatura.
Jesús Sánchez tiene claro el panorama. El Sindicato UNDECA advirtió de una posible conspiración de algunas autoridades de la Caja Costarricense del Seguro Social (CCSS), para que la universidad privada UNIBE se encargue de 45 Ebais, administrados actualmente por la Universidad de Costa Rica (UCR).
La diputada del Partido Acción Ciudadana (PAC), Carmen Granados, pidió, ayer, a la Contraloría General de la República (CGR) investigar supuestas irregularidades en el otorgamiento de permisos para universidades privadas.
