Cf. the situation at some (many?) Swedish public libraries, where the (company-centralized, DRM) ebook downloads every now and then have to be shut down, due to the libraries' quarterly quota being used up. (A quota that the libraries themselves are forced to set in order to prevent their budget to be eaten up by ebook downloads (the library pay the ebook provider 20 SEK per ebook download).)
