The PND is the "Personennamendatei", a register of unique identifiers for people, maintained by the German National Library. It is used on the German Wikipedia and by the Commons:Bundesarchiv project to identify individuals and to link to literature by and about these individuals.
The previous highly controlled expert-editing-only model of authority work has failed, if it worked, it would be working already for the domain Salo’s talking about, but it isn’t, and Salo provides some context to understand why.
