En la historia de las universidades privadas en Bolivia, no existe información sobre la organización de sindicatos para defender los derechos laborales de los docentes. ¿Es necesario crearlos?

La Asociación Nacional de Universidades Privadas de Bolivia (ANUP) pide que en la reglamentación de la Ley de Autonomías se incluya a los estudiantes de Medicina de las universidades privadas para que realicen prácticas en los hospitales públicos.
El Instituto Nacional de Estadística (INE) y representantes de siete universidades privadas y una pública firmaron el viernes un convenio para fortalecer las actividades del Censo de Población y Vivienda 2012, que se realizará el próximo 21 de noviembre.
La Universidad Privada Boliviana (UPB), nace a iniciativa de un grupo de empresarios visionarios que decidieron crear una universidad orientada a formar profesionales altamente calificados para fortalecer al sector empresarial privado de Bolivia.
La Asociación de Universidades Privadas expresó ayer su objeción al presidente Evo Morales de destinar el 1 por ciento del total de los ingresos de esas entidades a favor de la Agencia de Acreditación del Estado, por lo que solicitaron al Gobierno dialogar sobre el tema, pues consideran que una entidad estatal como ésta debe sustentarse de los aranceles de servicios que prestará.
El Ministerio de Culturas y Turismo, a través del Viceministerio de Descolonización, organiza el Primer encuentro Plurinacional de Universidades Indígenas y Privadas “por el derecho a la consulta y la eliminación del racismo y toda forma de discriminación”, que se desarrolla hoy en el hotel Presidente de la ciudad de La Paz. Según señala un comunicado de prensa difundido por el Ministerio, este “encuentro tiene el objetivo de socializar la Ley Nº 045 Contra el Racismo y “promover la investigación académica en temas de lucha contra el racismo y el derecho a la consulta de los pueblos indígena originario campesinos”.
Existe un acuerdo entre el Gobierno, las universidades privadas e indígenas para cambiar el currículo universitario e introducir la descolonización como una nueva asignatura en la malla curricular. Además, hay un convenio para consolidar la ejecución de políticas públicas a través de investigaciones que sustenten estudios especializados en racismo, discriminación y despatriarcalización.
La Comisión de Educación y Salud de la Cámara de Diputados normará los cobros excesivos que realizan las universidades privadas, en el área de salud, para la habilitación de examen de grado a estudiantes de esas casas de estudio y exigirá al Ministerio de Salud las explicaciones sobre estas irregularidades.

"Hasta el mes de febrero, todas estas instituciones entregaron sus marcos normativos que deberán adecuarse al nuevo reglamento. Y para la adecuación de la malla curricular el plazo es hasta agosto del presente año", informó Alejandro Gómez, responsable de Universidades del Ministerio de Educación. La autoridad académica recordó que para la tercera adecuación, de infraestructura, el plazo se cumple en cuatro años.

Un proyecto de modificación del decreto supremo 1597 que regula la Ley 351 de Otorgación de Personerías Jurídicas de Organizaciones No Gubernamentales, fundaciones y entidades sin fines de lucro, pretende alcanzar a las universidades privadas que nacieron a la vida institucional bajo el paraguas de asociaciones sin fines de lucro.
El proyecto señala que las casas superiores de estudio privadas nacieron como asociaciones civiles sin fines de lucro. También pretende regular las actividades a las entidades civiles sin fines de lucro.
Ingeniería Hidrológica; Ingeniería en Recursos Naturales y Ecología; Ingeniería en Energía; Ingeniería en Geodesia y Topografía; Optometría y Enfermería, con enfoque en hospitales de cuarto nivel, son las seis nuevas carreras que ofertan la Universidad Privada del Valle (Univalle) y la Universidad Latinoamericana (ULAT).
Llega enero y los bachilleres de la gestión pasada comienzan a buscar dónde cursar una carrera universitaria y los costos van desde 2.160 hasta 8.000 bolivianos por semestre, sin incluir la matrícula. El Ministerio de Educación no regula los costos de estos estudios.
El presidente Evo Morales critió a la Universidad Pública y, en cambio, a elogió a las universidades privadas que, según él, tienen mejor imagen, razón por la cual se propuso respaldarlas para contribuir al conocimiento boliviano.
El Gobierno aprobó el Decreto 1433 que reglamenta el sistema universitario privado. Entre los artículos más importantes está la disposición de que las universidades privadas deben entregar al Estado el 1 por ciento del total de sus ingresos a favor de la Agencia de Acreditación del Estado. La Asociación de Universidades Privadas ya hizo una representación para ser escuchada, pues considera que una agencia de esta naturaleza “debe ser un órgano técnico que debe sustentarse con los aranceles de los servicios que presta”.
La Universidad Católica Boliviana (UCB) San Pablo fue calificada como la mejor entre las universidades públicas y privadas de Bolivia por la compañía Quacquerelli Symonds. La empresa aplicó el estudio QS University Rankings de América Latina en 2014, señala un boletín informativo de la UCB.
Catorce universidades privadas del país perdieron el certificado de plenas, al haberse cumplido los cinco años de vigencia de dicha calidad, establecidos en el Reglamento General de Universidades Privadas aprobado mediante Decreto Supremo 28570, el 22 de diciembre de 2005, según una circular emitida por el Viceministerio de Educación Superior.
El presidente Evo Morales descalificó una vez más a las universidades públicas de Bolivia, argumentando que a pesar de recibir recursos económicos, presentan problemas.
