Staffordshire County Council is making sure it carries out assessments quickly to ensure that people unable to make their own decisions are not held against their best interests in care homes, hospices and hospitals.
The number of Deprivation of Liberty Safeguards (DoLS) applications nationally has soared in recent years following a legal test case and increased in Staffordshire from fewer than 300 a year in 2013/14 to more than 3,000 per annum currently.
Although there have been no complaints about the system, or lives put at risk, the Local Government and Social Care Ombudsman has examined the council’s approach.
Whilst not criticising the local authority for the work that it had done in prioritising applications, now the Ombudsman has said that the council has acted unlawfully by not carrying out a full assessment for every case. The Ombudsman added that the council should prepare an action plan so that once the Mental Capacity Act is amended, probably in 2020, it can revise its prioritisation approach.

People who receive regular nuisance sales calls continue to benefit from call blocking devices fitted to their telephones as part of a national scheme.
Staffordshire County Council’s trading standards team is coordinating the project locally, and is urging more people with elderly and vulnerable family members to consider the system.
The devices block recorded telephone messages, silent calls and numbers not already pre-identified by the resident or their families. So far, the devices have been fitted in six households, preventing over 700 nuisance calls and at least 1 scam. Results also showed that Staffordshire residents were receiving one and a half times the national average nuisance calls each month.

The Keeping Adults Safe in Shropshire website has been developed by Keeping Adults Safe in Shropshire Board (KASiSB). The board is comprised of several agencies who work together to prevent abuse, or respond quickly when someone is at risk of abuse or neglect.
The Safeguarding Adults – Preventing Abuse in Shropshire and Telford & Wrekin Event, held at Oakengates Theatre Telford, was jointly led by Keeping Adults Safe in Shropshire Board (KASiSB) and Telford & Wrekin Safeguarding Adults Board (TWSAB) with support from Shropshire Partners in Care to promote the importance of preventing abuse of all adults with care and support needs.

Shropshire’s Domestic Abuse Strategy 2018–2020, led by Shropshire’s Community Safety Partnership, details how organisations in Shropshire will be working together in order to prevent domestic abuse taking place, provide services to protect the victim and their families, and deal with perpetrators.
